The UK Gambling Commission (UKGC) revised Statement of Principles for Determining Financial Penalties came into force on October 10, 2025, replacing a largely discretionary approach with a tiered model that anchors the penal element of a fine to a percentage of gross gambling yield (GGY) — the revenue an operator earned during the breach. It binds every operating licensee in Great Britain, and 10 months of enforcement offer a first read on whether it changed the numbers.

How does the seven-step calculation work?

Step one strips out the money. The Commission first calculates a disgorgement element — the licensee’s financial gain, or the detriment consumers suffered — separate from any punishment. Step two assigns the breach to one of five seriousness levels, each with a GGY band: 0% to 0.99%, 1% to 2.99%, 3% to 4.99%, 5% to 9.99%, and 10% to 15% for the most serious conduct.

The remaining steps move that starting point. Aggravating factors such as repeated breaches or targeting vulnerable consumers push it up; early voluntary reporting and prompt remediation pull it down. A deterrence uplift applies the principle that non-compliance should cost more than compliance, followed by an early resolution discount of 5% to 30%, an affordability review that can cut a penalty threatening solvency, and a proportionality check. Society lotteries, registered charities and personal licence holders are assessed on alternative bases.

Has the regime actually scaled fines to operator size?

The 2026 record suggests it has at the lower and middle ends. Stakelogic BV paid £122,835 on June 25, 2026 over slot speeds; Petfre (Gibraltar) Limited paid £900,000 on June 30 for social responsibility failures. Evolution’s £4.75 million UKGC settlement over supplying games to unlicensed sites landed on July 23. At the smallest end, the £150,000 fine on Holland Park Leisure, which runs three adult gaming centres in Leicester, was published on August 18.

QuinnBet, two days later, shows the maths becoming visible. Of its £609,104 total, £193,118 was disgorgement, leaving a penal element of roughly £416,000 — step one appearing in the published figure. The operator’s early reporting is what step five rewards.

What the record does not show is a level-five case. The Commission does not publish the seriousness level or GGY percentage applied in individual decisions, so the 15% ceiling that drew most of the 2025 commentary remains publicly untested.

What changed in July 2026?

The policy has already been revised once since taking effect. On July 22, 2026 the Commission updated section 2.39, covering regulatory settlements — payments made in lieu of a financial penalty. After a consultation running February 5 to April 2, 2026, settlement money now goes to the Consolidated Fund rather than socially responsible causes, reflecting the statutory levy and the winding down of the charity GambleAware. For consumers that is a real shift: money that once reached harm-reduction projects now enters general government revenue, with the levy expected to carry that funding.
