Wynn delays UAE casino to September 2027, budget up $600m

Wynn Resorts has pushed the opening of the UAE’s first licensed casino resort back to September 2027 and lifted the budget by roughly $600 million, to about $5.7 billion.

Wynn Al Marjan Island, the first resort licensed to offer commercial gaming anywhere in the UAE, will now open in September 2027 rather than the first quarter of that year. Wynn Resorts, which holds a 40% equity interest, confirmed the date in its Form 10-Q of August 6, 2026. The slip matters beyond one operator: it is the test case the industry is using to judge whether the Gulf is viable.

Why has the opening slipped to September 2027?

Craig Billings, chief executive of Wynn Resorts, attributed the delay to regional conflict rather than construction failure. Materials had to be re-sourced, rerouted or expedited, and shipping insurance markets remain disrupted. Roughly half the $600 million increase is tied to those disruptions, including higher material and freight costs plus the capitalised interest from a longer build.

“The remaining portion reflects remeasurement, trade coordination, and other costs you’d expect on a project of this scale and duration, independent of anything happening in the region,” Billings told analysts. (Khaleej Times)

What Wynn’s filings show about the cost creep

The filings track the escalation more precisely than the headline figure. Wynn’s 2025 annual report put its remaining 40% equity requirement at $425 million to $500 million. By the first-quarter 10-Q that had fallen to $350 million to $450 million, as expected while cash went in.

In the second quarter Wynn paid a further $48.1 million into the venture — yet the remaining requirement rose to $525 million to $650 million. Absent a budget change it should have fallen to roughly $300 million to $400 million. That gap of about $225 million to $250 million is the filed evidence for the $600 million increase.

There is a hard backstop. Under a completion guarantee to First Abu Dhabi Bank PJSC, security agent for the project’s $2.4 billion term loan, Wynn and the government of Ras Al Khaimah remain liable until practical completion — fixed at no later than June 30, 2028.

Who actually licenses the UAE’s first casino?

This is routinely reported wrongly: the licence was not issued by Ras Al Khaimah. Commercial gaming in the UAE is regulated federally by the General Commercial Gaming Regulatory Authority (GCGRA), created in September 2023, based in Abu Dhabi and holding exclusive jurisdiction across all seven emirates. It issued the country’s first Commercial Gaming Facility Operator licence on October 4, 2024 to the joint venture behind the resort, not to Wynn Resorts itself. Ras Al Khaimah is the host emirate and a guarantor, not the licensing authority.

What the delay signals for the wider industry

The overrun sits in exactly the areas a new jurisdiction cannot shortcut: supply chain, vendor licensing and workforce. Billings framed the geopolitical exposure as priced in, saying Wynn “didn’t underwrite a region with zero geopolitical risk” but “a country with a demonstrated ability to manage through it”.

The consumer-protection side is less discussed. The GCGRA is building responsible gambling rules, self-exclusion machinery and advertising standards from nothing, in a market with no prior legal gambling culture.
